Texas House Democrats force delay on trans health care ban bill for the second time this week

Texas House Democrats on Friday for a second time successfully delayed debate on a bill that would prohibit transgender minors from accessing transition care.

The Democrats used a procedural tactic to force Republicans to send the bill back to committee and tweak the text of a bill analysis. On Tuesday, Democrats did the same thing, pushing back debate by two days.

Senate Bill 14 would stop doctors from prescribing puberty blockers and hormone medications and performing surgeries to treat minors diagnosed with gender dysphoria — psychological distress caused when a person’s gender identity conflicts with their sex at birth.

State Rep. Dustin Burrows, R-Lubbock, who chairs the House Calendars Committee, wrote on social media that the debate would happen next week instead.

“SB14 will be heard next week,” Burrows said in his tweet. “It won’t be watered down.  It will pass and become law.”

Republicans pushing the measure have questioned whether enough research has been done to justify the care, and they’ve said minors are not old enough to make monumental medical decisions.

Democrats and LGBTQ rights advocates have described the legislation as hateful and discriminatory and have said it will endanger the mental and physical wellbeing of already-at-risk transgender youth.

Though debate had hardly even before Democrats began launching procedural inquiries on Friday, the atmosphere in the chamber was much calmer than earlier this week, though there was a heavy police presence in the building. On Tuesday, after some protesters who opposed the bill interrupted the hearing with chanting, state troopers clear the public gallery of the House. Two people were arrested.
