Two health care facilities coming to Buffalo’s East Side

Two new health care centers are on the way to Buffalo’s East Side – one for preventive and specialty care, one for mental health – as a pair of nonprofits seek to replace their current outdated facilities with larger operations.

Evergreen Health and affiliate Community Access Services are planning a new three-story medical office building in the Kensington-Bailey neighborhood, while Endeavor Health Services wants to construct a 16,000-square-foot counseling facility at Broadway and Goodyear Avenue.

Both would be larger than what the organizations currently have nearby, enabling them to broaden their offerings.

“Our goal is to bring a health hub directly to the community in 14215,” said Kim Brown, executive director of Community Access Services. “We recognize that there is a need to expand health care services for the community, as well as other supportive services that help to address healthcare and health inequity, so we want to erect this building and make sure there is access to healthcare services for everyone in the neighborhood.”

And for the first time, both would own their buildings instead of leasing them.

“We can be in charge of our own destiny,” said Elizabeth Mauro, president and CEO of Endeavor. “Nonprofits really need to be able to start owning our own things, and really being able to have buildings we can invest in.”

Evergreen, one of the region’s largest health care providers, is proposing to construct a 36,000-square-foot building for Community Access at 3074 Bailey Ave., replacing its current operation up the street at 3297 Bailey, where the two organizations have been co-located since 2018

“We’re just a tenant there, so we wanted to have our own space and enough space to accommodate growth,” said Justin Azzarella, chief strategy officer for Evergreen.

The $17 million project would feature a primary care clinic as well as specialty care for managing chronic conditions and for gynecology services. It would include six to eight examination rooms, two consult rooms, 21 CAS employees and a medical team of 3.5 providers and nine support staff.

1096-1098 Kensington

The properties at 1096-1098 Kensington Avenue are part of the site on which Evergreen Health plans to erect a three-story medical office building.

Additionally, the building would include a retail pharmacy that would serve  patients of the facility and the general public.

“We know that there is a lack of pharmacies across the country with all the closures, but specifically in the 14215 ZIP code, so we want to bring those services directly to that neighborhood,” she said.

3074 Bailey & 1102 Kensington

The properties at 3074 Bailey and 1102 Kensington avenues are part of the site on which Evergreen Health plans to erect a three-story medical office building.

Finally, the building will include “wraparound” support services, including an expanded food pantry and community space.

Officials hope to start construction in late fall, with completion by “very late” 2025 or the first quarter of 2026, Azzarella said. The project cost has already risen from $14 million previously, he said.

“We’re anxious to get shovels in the ground, so we can keep that cost from escalating,” he said.

Endeavor, which is the operating name of West Seneca-based Mid-Erie Counseling & Treatment Services, is proposing a two-story behavioral health center. It would relocate from its aging space in 12,000 square feet at 1131 Broadway, where it lacks the space for growth.

The nonprofit’s new facility would be located at the corner, fronting on Broadway, with a T-shaped parking lot in back extending along Goodyear. There, it would offer group therapy, counseling, substance abuse programs and other treatment, as well as community space and access to nurses and primary care specialists.

“It’s not just behavioral health. It’s integrated services,” Mauro said. “They can get it all under one roof.”

The building would feature large and small group-therapy rooms, counseling and administrative offices for mental-health and substance abuse treatment intake, outpatient treatment for mental health and substance abuse, and both personalized and group recovery programs. It will also include primary care exam space and 50 parking spaces.

The $7.5 million project will be largely funded with a $6.74 million grant from the state Department of Health’s Care Facility Transformation Program, along with $760,000 of internal Endeavor funds.
